Membership Eligibility & Homeschooling Exemptions

As an incorporated organisation, HASCA has a constitution that states that all HASCA members are required to be Ministry of Education-approved (‘exempt’) homeschoolers. In New Zealand, parents and caregivers who want to educate any child aged 6+ at home (‘homeschool’) need to first get approval from their local Ministry of Education (MoE) office by applying for a homeschooling exemption. If you get approval to home educate, you will receive a Certificate of Exemption from Enrolment at a Registered School. Holding this ‘exemption’ is key to membership with HASCA and aligns best with our constitution. If you want to home-educate more than one child, a separate Certificate of Exemption is required for each child. You can find out about the Ministry of Education’s exemption process here.

If your child is aged 6+ and you DO NOT have a current homeschooling exemption issued by the Ministry of Education, it is highly likely you do not meet HASCA’s membership criteria. If your child is under 6 and you are currently homeschooling them (with an exemption being planned, processed, or currently under review by the local Ministry of Education office), your membership is welcome. However, please file your exemption number with HASCA Membership once you have received it from MoE.

If you do not hold an official exemption to homeschool or meet any of the above criteria, HASCA has the right to decline your membership application and (if paid) return your subscription fee.

HASCA does not accept students into our teams and programmes if they are studying through a registered school (this includes most online study options such as Te Kura) unless they are from a longstanding member family known to our executive or exempt. Members holding an official exemption to home educate best falls in line with our constitution. If you are unsure of your eligibility, please contact us to discuss it before completing the online form. In most cases, it will be clear whether or not you meet membership criteria, i.e. Do you hold an official MoE-issued exemption?

HASCA’s constitution (incl. rules of membership) can be viewed here.
